The newer version includes all the previous features plus the integrated sightseeing tour (been able to use Wikipedia info on places too) as well as new 3D imagery that replaces the legacy 3D image data.
Here is an example on how the viewing has changed:
It is fully rotational and the image quality does not get distorted by zooming in and out (of course it depends on internet speed too).
The 3D image data process gives better image viewing comparing to the previous versions of Google Maps.
However, there is an option that gives users the opportunity to disable it if they want to.
